Iranian President Hassan Rouhani is urging the U.S. to lift sanctions on his country FIRST... before Tehran can consider holding talks with Washington.<br />The Iranian leader said Tuesday it was up to President Trump to make the next move,...adding Washington "holds the key to positive developments."<br />His comments come a day after Trump said he was open to a meeting IF the circumstances are right.<br />Tensions between the U.S. and Iran have escalated ever since the Trump administration pulled out of the 2015 Iran nuclear deal last year and reinstated sanctions on Tehran.<br />
