MANILA - One of the petitioners against the disbursement acceleration program (DAP) said the Commission on Audit should release all documents regarding the DAP to determine if the funds were misused. Former Manila councilor Greco Belgica said COA must take the lead in the investigation and release the documents on the DAP. Belgica sees no need to impeach President Aquino because he believes the DAP was the creation of Budget Secretary Butch Abad. "I read the book that was written by Secretary Abad, the LP legislative agenda. I saw the DAP system there, the pooling of money to one department.
