The disturbing scene is seen as a man, a woman and a young infant are walking on the streets of Baltimore and all appear to be under the influence of drugs last Saturday (October 5).<br /><br />"They appeared to be on drugs. The baby even seemed to be under the influence of some sort," said the filmer.
