It appears President Moon Jae-in will not be attending the enthronement ceremony of Japanese Emperor Naruhito later this month.
An official at South Korea's presidential office said that while this has not been confirmed, the chances of Moon attending are extremely slim.
This could mean Prime Minister Lee Nak-yon will attend on his behalf.
If the PM does go, it could help improve ties between South Korea and Japan, which have deteriorated badly because of Tokyo's trade restrictions on Seoul.
The Japanese media have reported that if the South Korean PM is there, Prime Minister Shinzo Abe would be willing to meet with him briefly.
