Former U.S. Forces Korea Commander General Vincent Brooks, at a seminar in Seoul hosted by the Association of the Republic of Korea Army,... said Tuesday the South Korean government faces the big dilemma of maintaining a balance... between pursuing a self-reliant defense posture and increasing cooperation with its ally, the U.S.<br />He said although the process of transferring wartime operational control from Washington to Seoul is in motion... South Korea should not neglect the values associated with the alliance.<br />Brooks said the U.S. forces stationed in the region are being scaled down... and instead are being improved through specialization.<br />
