A ceremony to hand over Rent-to-Buy homes in Kampung Permatang Tok Suboh, on Wednesday went south after more than 50 people claimed they had been cheated by the Penang state government.<br /><br />According to Housing and Local Government Minister Zuraida Kamaruddin, the residents did not submit their application through the proper channel.
