The former commander of U.S. Forces Korea has said the South Korean government faces a big dilemma in maintaining a balance... between pursuing a self-reliant defense posture and increasing cooperation with its ally, the U.S.<br />General Vincent Brooks was speaking at a seminar in Seoul hosted by the Association of the Republic of Korea Army.<br />He said although the process of transferring wartime operational control from Washington to Seoul is in motion... South Korea should not neglect the values associated with the alliance.<br />Brooks added the American forces stationed in the region are being scaled down... but they're also being improved through specialization.<br />
