A man's body was found encased in concrete in the basement of an apartment in Adams County on Friday afternoon (November 15), authorities said.<br /><br />Adams County Sheriff's Office detectives were responding to the 7800 block of York Street, where the victim's body was found. The sheriff's office was still processing the scene about 2 p.m. Friday.<br /><br />On Thursday, a man at the same address was arrested on a murder charge. Russell Montoya, 38, is accused of shooting and killing another man at the apartment, according to the sheriff's office. The victim's name had not been released yet.
