This Russian City May Be <br />Earth's Coldest Populated Area .<br />Yakutsk, Russia, can be <br />found in the province <br />of Siberia, nearly 300 miles <br />south of the Arctic Circle.<br />Records show that the lowest temperature ever recorded there <br />was -83 degrees Fahrenheit.<br />During January, AccuWeather <br />says Yakutsk will usually drop <br />to -42 degrees on average.<br />Despite its freezing weather, nearly 300,000 people live in the area.<br />The city contains lots of museums and <br />art galleries, and local restaurants <br />boast a distinct cuisine.<br />It is still up for debate <br />whether or not Yakutsk is <br />Earth's coldest populated spot.<br />Just 600 miles away lies Oymyakon, which some say holds the title.<br />The village, which recorded <br />-88 degrees in 2018, has a <br />population of just under 500
