Water surges from the ground in the city of San Francisco, California, amid heavy rain on Thursday (January 16).<br /><br />The National Weather Service issued what's known as an "areal flood advisory" in effect Thursday morning and afternoon for locations throughout the region, warning of flooding in low-lying and poorly drained urban areas and on small streams.
