While speaking at a pro-CAA gathering in Uttar Pradesh's Saharanpur, the union minister said that Deoband is the breeding ground of terrorists, and all big terrorists in the world, including Jama'at-Ud-Dawah chief Hafiz Saeed, have been bred there.<br />
