Addressing a rally in Himachal Pradesh's Mandi, PM Modi said that people of Himachal wanted him to act after Pulwama attack. He added, "I gave free hand to the army to avenge the attack and this change has come in the last 5 years." The PM further accused Congress of having no faith in the army.
