Deputy Health Minister Datuk Seri Dr Hilmi Yahaya told reporters outside the Dewan Negara on Tuesday that the Cabinet had already decided to regulate the sale of e-cigarettes, the Health Ministry will not change its mind, despite the National Fatwa Council announcing smoking e-cigarettes is forbidden.
