Penang Chief Minister Lim Guan Eng said on Friday that the Election Commission (EC) has failed in its duty by leaving out Penang from its newly gazetted redelineation exercise.<br /><br />Lim also claimed that the redelineation report is racially divisive, which is against the idea of a multiracial society in Malaysia.
