The Philippines' Southeast Asian Games committee defended its logistical lapses on Wednesday, citing a delayed budget as the reason for the Games' mishaps.<br /><br />They said they only had eight months to construct new buildings and refurbish old ones after the budget for the games, amounting to almost US$118mil, along with the national budget was only passed April.
