The National Security Minister says a report from experts on the use of pepper spray is now before the National Security Council.<br /><br />Stuart Young says the Government will not act on whims, vaps or emotion on the calls for the legalisation of the use of pepper spray.<br /><br />Juhel Browne reports.<br />
