The COVID cluster which has plunged Victoria into a 7-day lockdown started when a man contracted the virus while in a South Australian quarantine hotel. It is one of many reported cases of transmission within hotel quarantine and emergency physician Doctor Stephen Parnis says it's time to change the system.
