Home Minister Hamzah Zainudin has expressed disappointment with the United Nations High Commissioner for Refugees (UNHCR) for freely issuing identification cards to foreigners in the country.<br /><br />Hamzah said as a result of this, there are over 170,000 UNHCR cardholders in the country now.
