Tourism, Arts and Culture Minister Nancy Shukri said international borders may be reopened nationwide by early December, depending on the situation of the international tourism travel bubble pilot project in Langkawi.<br /><br />The minister said the situation in Langkawi needs to be observed first before the international borders can be reopened.
