Residents and councillors have hit out at loopholes that've allowed Non-UK drivers to avoid speeding fines on Operation Brock.<br /><br />Exclusive figures obtained by KMTV have found more than 4500 motorists were penalised while the contraflow in place.<br /><br />However police were unable to prosecute foreign motorists because the penalties have no legal basis outside of the UK.
