Motorists in Kent say they are being treated as cash cows at the Dartford Crossing<br /><br />It comes as £74 million worth of fines were handed out to drivers during the last year.<br /><br />Highways England promised to waive the fees altogether once they made back the money to fund the crossing.<br /><br />However, 15 years since that pledge, commuters are still paying to use it.
