A new proposal to reduce car emissions has been branded ridiculous by a Kent motoring expert. <br /><br />The suggestion from Conservative Think Tank Bright Blue would see you earn money by recording drivers who leave their engines running.<br /><br />It is currently illegal to idle your car in traffic and under the proposal if you reported someone doing it, you would receive 25% of their fine.
