A councillor in Herne Bay has said that fines should be imposed to discourage you from feeding ducks with bread.<br /><br />He said it could kill waterfowl and attract vermin, such as rats.<br /><br />Signs were put up in Memorial Park in the town earlier this year but there are still fears that the dangers are being ignored.
