The abuse of children at a secure training centre in Rochester could have have been stopped, a report has found.<br /><br />Two years ago a media investigation found staff using excessive force to restrain children and bullying at the centre for 12 to 18-year-old offenders.<br /><br />Today, a serious case review concluded that this could have been prevented if procedures were correctly followed.
