Residents in Tunbridge Wells will have to pay more than £50 if they want their garden waste collected.<br /><br />That's if a new string of rubbish collection proposals get enforced by the town's Borough Council.<br /><br />Some critics have claimed the scheme could lead to a rise in fly-tipping.
