Kelantan and Sarawak will move to Phase 4 of the National Recovery Plan (NRP) on January 3rd.<br /><br />This means the whole country will be in Phase 4.<br /><br />Phase 4 means there will not be a "negative list" that forbids certain types of businesses from operating due to Covid-19.
