Congress leader Rahul Gandhi will lay foundation of Amar Jawan Jyoti in Chhattisgarh on February 3, informed state Chief Minister Bhupesh Baghel on January 30. <br />'Amar Jawan Jyoti' (in Delhi) has been doused.
