The Vincentian flagged vessel, the First Chance, which overturned in local waters on Saturday, is now in Venezuelan waters.<br /><br />The Coast Guard said the vessel drifted across the T&T/Venezuelan maritime boundary after an attempt was made to tow it into calmer local waters.<br /><br />Has this new development involved direct talks between this Foreign Affairs Minister and his counterpart in Venezuela?<br /><br />Juhel Browne reports.<br />
