Tobago's upcoming October Carnival is expected to have its own character not a replica of Trinidad's Carnival.<br />That's what the chairman of the National Carnival Commission, Winston 'Gypsy' Peters says he understood from talks with the Tobago Committee representing Tobago's interest and the NCC.
