This week Australians learned that former prime minister Scott Morrison appointed himself as co-administrator of ministerial portfolios, and questions have been raised about the legality of his actions. However, Anthony Whealy QC is the chair of the Centre for Public Integrity and says a federal ICAC investigation into the situation is unlikely.
