Meet the seal causing a stir Down Under - by blocking roads and playing with locals.<br /><br />The four-year-old - dubbed Neil - has been spotted numerous times in Hobart, Australia in recent weeks.<br /><br />Traffic worker Jason Howlett, 38, has taken to filming the seal - with whom he's forged something like a relationship.<br /><br />He said: "He somehow had got onto our site and I'd rock up about midday and he'd just be waiting for us."<br /><br />One of the more memorable adventures was Neil the Seal's decision to sit himself in the middle of a highway - blocking both sides of the road.
