Roads and cars were blanketed in white bubbles, carried by the wind.<br /><br />Resident Sam Pedder, expressed disbelief, saying it’s the worst he's seen in 34 years.<br /><br />An Environment Agency spokesperson thanked the public for reporting the incident and is investigating the cause, suspected to be pollutants dumped upstream.
