WORK to improve Queen Street in Newton Abbot has been 'substantially completed', Devon County Council (DCC) has said.<br />And with that work will pause from November 30 and resume on January 2.<br />The improvements delivered so far includes a new Pedestrian and Cycle Zone, two flexible loading bays and widened pavements.<br />
