A Japanese newspaper has revealed that Japan and Taiwan signed a memorandum agreeing to share information on foreign travelers last year. That would apply to those foreigners entering Japan from Taiwan during an emergency in Taiwan, and is meant to prevent Chinese espionage during a crisis. Taiwan's foreign ministry says border cooperation is important, given the large amount of travel between the two countries.
