Russia has rejected European proposals for security guarantees in Ukraine, saying it will not accept any NATO troops on Ukrainian soil.<br /><br />Kremlin Spokesperson Dmitry Peskov says a European troop deployment would effectively mean a NATO presence, something Moscow has sought to prevent from the start.<br />
