Tropical Storm Gabrielle has officially formed in the Atlantic after weeks of quiet, but it’s off to a rough start. Battling dry air and strong wind shear, Gabrielle is struggling to organize—yet the National Hurricane Center says it could still become a hurricane by Monday.<br /><br />With sustained winds near 50 mph and moving west-northwest, Gabrielle poses no immediate threat to the U.S. East Coast or Caribbean islands.
