A coalition of environmental and civic groups, including the Centre for Research on Energy and Clean Air, says Taiwan imported about US$1.3 billion of Russian naphtha, a crude oil derivative, in the first half of 2025, making it the world's top importer. The report says nearly all of it went to a single facility run by Formosa Petrochemical Corporation. Lawmakers and activists warn that growing reliance on Russian naphtha could create national security and supply chain vulnerabilities, as the material is used in making plastics and chip production.
