Philippine president Ferdinand Marcos Jr. declared a state of emergency on Thursday after typhoon Kalmaegi left at least 114 people dead and 127 missing. Most of the victims died from drowning in flash floods, many of them in the central province of Cebu, which was heavily affected, before the tropical cyclone left the archipelago on Wednesday towards the South China Sea. The typhoon affected almost two million people, including about 450 thousand villagers who were evacuated to emergency shelters.
