Premier Cho Jung-tai announced on Monday he will not countersign an amended spending bill, citing what he called unconstitutional changes to the bill. The move is unprecedented and has never been taken by any previous government. <br /><br />With Cho’s refusal, the opposition-controlled legislature can now choose to initiate a no-confidence motion against him.
