Filipino student creates website to track flood control projects<br /><br />Filipino student Gian Alingog uses the flood control mess to create a website that will track projects through a network of volunteer experts, with the aim of using artificial intelligence to determine whether the projects are up to standard, substandard, nonexistent or 'ghost' projects.
