The main plot of "Graft" revolves around accusations of corruption within the 12th precinct. A former detective from Barney's squad, Inspector Kelly (guest star Dick O'Neill), joins the Internal Affairs unit and returns to his old station house to investigate. He informs Captain Miller that some officers are suspected of being "on the take".
