When Typhoon Tino swept across the Visayas, Cebu became one of the hardest-hit provinces. <br /><br />"What began as steady rainfall on a late November evening quickly escalated into relentless downpours accompanied by strong winds," the filmer, Christian, shared with WooGlobe.
