Missing oil, unpaid bills, weak internal controls and alleged abuse of company resources, including one senior manager who claimed a travel allowance while being issued a company vehicle.<br /><br />That was the troubling picture painted today as the new VMCOTT board appeared before a parliamentary committee.<br />
