Northern Territory Indigenous people grappling with some of Australia's worst poverty are being offered a chance to help to turn that around by tapping into a $680 million business and community development fund. The mining royalties, which used to be controlled by the federal government, are now being managed by an independent Indigenous organisation. But some analysts are warning the organisation appears to be spending too cautiously to get the best bang for its buck.
