Up to 15,000 French workers could be laid off because of a lack of materials usually supplied by the country's striking refineries, according to an industry leader. The lack of bitumen and asphalt has brought roadside repair work to a standstill. On Friday, French police broke up a picket line blocking access to fuel stocks at a refinery serving the Paris area after the state issued an emergency decree ordering strikers there back to work.
