He says forming a state within a state will lead to a major conflict.<br /><br />Protests in Yemen continue to paralyze the country. The demands are for President Ali Abdullah Saleh's to end his three-decade rule. Saleh is still clinging to power despite an assassination attempt that forced him to seek treatment in Saudi Arabia.<br /><br />On Tuesday Yemen's Deputy information minister says the government will not accept the transitional council demanded by the opposition.<br /><br />[Abduh Al-Janardi, Yemen's Deputy Information Minister]:<br />"The opposition wants to form a transitional council, it wants to form a state within a state, but this is an invitation to start a huge conflict. So we warn them [the opposition]: we are talking to you now but tomorrow we will stand against you."<br /><br />Officials had said that Saleh planned to support a Gulf Arab transition plan but again he backed out of signing at the last minute.<br /><br />The United States and neighboring Saudi Arabia fear a power vacuum in the impoverished country and have been pushing for an immediate power transfer.<br /><br />An assistant to president Saleh says he is unsure when Saleh will make a media appearance.<br /><br />[Ahmed Al-Sufi, Assistant to President Saleh]:<br />"He is ready today, and he was ready yesterday, and he will be ready tomorrow, but he is the only one who can say when he will appear."<br /><br />Opposition groups and the hundreds of thousands protesting across Yemen want an immediate change in government.<br /><br />Tens of thousands of protesters have camped out in Yemen's main cities for six months demanding Saleh's resignation.
