A third party might be liable for a dog bite if he or she had control of the dog but failed to confine it or prevent the attack. Also, landlords can sometimes be held liable for dog attacks on their premises, even if they were not present. To sue a landlord, you must be able to show that the landlord consented to rent to an owner with a dog that it knew was dangerous and did not take precautions, such as installing a fence, wearing a muzzle, placing the dog on a significant leash well away from public access and so on.
