And, in the past, it's been proven that some of these terrorist attacks bear the hallmarks of foreign, Western systems."<br/> Many in Iran believe the attack was an effort by the U.S. and Israel to derail Iran's nuclear program.<br/> Iran's ambassador to the United Nations insists his country's nuclear activities are peaceful and said the killing should be condemned.<br/> (SOUNDBITE) (Farsi) IRAN'S AMBASSADOR TO THE UNITED NATIONS, MOHAMMAD KHAZEI:<br/> "I have confirmed that Iran's nuclear activities are peaceful and it is therefore expected that the international community will condemn these types of terrorist activities."<br/> While Israeli or Western involvement in the killing seemed entirely plausible to independent analysts, a role for local Iranian factions could not be ruled out.<br/> Simon Hanna, Reuters.
