Qatar took time out of reconciliation negotiations between Fatah and Hamas to support its bid for the 2022 World Cup. That decision came with that understanding that Qatar supports whatever deals Egypt concocts. Qatar had played a major role in the reconciliation talks, but Egypt has always been considered the key player.
