The Syrian leader pledged to UN/Arab League envoy Kofi Annan to stop attacks on protesters and to withdraw their tanks from the city.<br/> <br />The shelling by Assad's forces comes just as Annan is due to brief the UN Security Council.<br/> <br />The head of the International Red Cross is headed to Damascus amid reports that as many as 70 people were killed in the country on Sunday.<br/> <br />Deborah Gembara, Reuters.
